I got the impression that in spite of a strong desire for more democracy, including more directly-elected seats, there was little stomach for taking on Peking over this. Faced with the fast-approaching "uncertainty" of 1997, the need for "certainty" wherever possible seems to be growing stronger. (Those who did want us to have another go (eg T L Tsim) thought timing was crucial, and recommended waiting until after the 14th Party Congress.) Even so most people did not think 1995 would see a strong swing away from the UXDHK towards the CRC and pro-Peking candidates.
