Such a timetable could still be upset by the timing of the Chinese Party Congress. If this was held in October or early November, it would rule out your own visit to Peking at that time.

But on the assumption that the above timetable would work, we have established that the only feasible date for an OPD (K) in September is on 15 September. Suggest you aim to get final proposals to us by the first days of September (Mr Goodlad will be here to talk them through with you on 6-8 September).

We now have our proposal on the table (to settle financing arrangements for the Airport Authority, but leave Airport Railway for later). Unlikely Chinese will sign up? Can we camp on this position through the summer? Struck by Chinese insistence during John Coles' talks on reducing overall cost of project. Any scope?

HER MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)

Officials now working on options for package of help with HMOCS pension arrangements, as agreed at our meeting with Michael Portillo. Will keep up the pressure on the Treasury.
