4. I should add that I find the tone of the Peking telegram a little unfortunate. It comments loftily on a number of areas within the Governor's responsibilities and focuses on likely Chinese objections rather than the means of overcoming them. was able to show the telegram to Sir R McLaren, who shares my view. With his agreement I shall have a quiet word with Mr McLean in Peking to ask him to watch these points carefully: and I shall speak to Mr Dinham in Hong Kong to tell him I have done so.
