Thank you for your prompt reply to my letter of

10 February.

There are two factors accounting for our preference for an independent administrative appeals board to a sub-committee of EXCO. The sub-committee approach will not meet fully our objective of relieving ExCo of its workload, as there must be a linkage between the sub-committee and ExCo. Moreover, the provision of an independent and impartial board to hear appeals in public would be more consistent with Article 10 of the Bill of Rights (equity before courts and right to be fair and public hearing).
