appeals recommended to be dealt with by the new
administrative appeals board. As can be seen from the list, these appeals are all of very
minor nature. The more important types of
appeals which may have important policy or
social implications will continue to be dealt with by the Executive Council.
The Hong Kong Government intends to gazette the Aerial
Ropeways (Amendment) Bill, the first of a series of minor
legislative amendments to effect these proposals in the next few weeks. The Bill seeks to replace the Executive Council by
the Secretary for Planning, Environment and Lands as the
authority for approving plans, design maintenance standards,
and application forms relating to the construction and
operation of aerial ropeways. This is a typical example of
those minor, routine statutory responsibilities proposed to be devolved to the Policy Secretaries or Heads of Departments under these proposals.
