Next steps, in the light of the outcome of the Governor's talks in Peking.

Recommendation

2. (a)

Personal telegram from the Secretary of State to the Governor seeking fuller views on trends in Hong Kong opinion and longer term strategy;

(b) That we should take the initiative to propose discussion of the electoral proposals through JLG channels;

(c) That the Secretary of State should suggest to the Prime Minister a meeting of OPD (K) on 18 November, during the Governor's visit to the UK.
