Executive-led goverment will be ensured by having a vigorous executive. But important to manage LegCo successfully.

The Government-Legco Committee will be non-statutory.

It will be chaired by the Administration. The initiative for legislative and financial proposals

will remain with the Administration. Senior civil

servants already lobby LegCo: the Government LegCo Committee will enable this to be done on a less ad hoc

basis.

A new committee system in LegCo will undermine

executive-led government.

The Royal Instructions now, and BL 75 for the future,

make clear that the rules of procedure of LegCo shall

be made by the Council on its own.

Up to them to decide how best to structure

themselves. But no constitutional change. A number

of standing committees already exist.
