Lu Ping's comments at his press conference on 23 October

- The Governor has given his own press conference in Peking.

We will not have anything to add to that on the substance of

his talks there.

We have received second hand accounts of Lu Ping's press

conference. But we have not seen any text.

As a general response, we wish to maintain good cooperation

with China over Hong Kong. We believe that that is in the best interests of Hong Kong and of a smooth transition in

1997.

We do not accept that the Governor's constitutional

proposals are a breach of the Joint Declaration or the Basic

Law.

In the interests of ensuring as much continuity as possible

in 1997, the Governor made clear that his proposals for the 1995 LegCo elections were for discussion with the Chinese side. He began that process in Peking this week. We look forward to continuing the discussions whenever and wherever

the Chinese side wish.
