ELECTORAL ARRANGEMENTS
&
1. As requested, I submit a draft Private Secretary letter to
No 10 enclosing copies of the documents which the Governor wishes to make public, together with a full commentary to bring out the strong points in our case.
2. I recommend that this be sent to No 10 as soon as possible
today. The Governor is very keen to publish on the afternoon of 27 October Hong Kong time. This would mean dispatching a
telegram to Peking by the end of this evening at the latest
instructing Sir Robin Mclaren to inform the Chinese that we
were taking up Lu Ping's suggestion of publishing the
correspondence.
