in Annex 1 of the final version of the Basic

Law. For example, on 14 April 1992, Radio 1 reported Mr Lu Ping as having said that the

Chinese side was studying the demarcation of geographical constituencies, the definition

of various functional constituencies as well

as the composition of the Election

Committee.

Views would be widely sought

from Hong Kong people before discussions

were held with the British. Such a

statement hardly suggests a prior agreement

on a fixed composition for the 1995 Election

Committee. Indeed, it makes clear that for

the Chinese side, as for the British, the

question of the arrangements for the 1995

LegCo elections remained open.

The Election Committee for 1995 is

thus one of several issues on which the

Governor has had to put forward his own

proposals since the Basic Law offers no

guidance on it. His proposals are fully consistent with the five principles which

the Chinese side said at the time they were

prepared to agree to.
