Unfortunately, the Chinese

Government did not change their position on

the new nationality provisions for the SAR

legislature, nor on the voting method for

the SAR legislature. The five principles

were not fully reflected in the final

version of the Basic Law. For example, the

principle that voting should be by secret

ballot was omitted. In addition, the final

version of the Basic Law (paragraph 2 of

Annex II) made clear that the Election

Committee of the first SAR legislature would

explicitly not be the Election Committee for

1999 whose composition was set out in Annex

I of the Basic Law, ht no mirection of what to comprarten shold be.
