2. It is a pity that we only learned of this message in this way. On the face of it it is quite an important message. you will see it amounts to a very stark warning against continuing on the present course, and suggests (as a way out) that HKG should put forward an amended version of the proposals, to be discussed in confidence direct with the Hong Kong and Macau affairs office. It also warned against using the JLG (perhaps part of the manoeuvering for influence going on in Peking). The message also indicates that for HKG to continue to award new contracts on the airport would be seen as deliberate and defiant provocation.
3. The failure to report this message looks like another piece of "news management" by Hong Kong. It introduces one or two new points which could have been included for example in the JIC paper.
And it is further confirmation that the
Chinese themselves regard the issues at stake in this confrontation as far more important than those of recent
years.
