will be easier to use the extension mechanisms provided. However, we must stress that extension of the 1990 Act will not be enough by itself to allow ratification to proceed: local legislation corresponding to the UK Misuse of Drugs Act 1971 and the DTOA is also necessary. I enclose background on the specific Articles, together with a copy of the 1990 Act; a glossy booklet produced by the Home Office, which includes at Appendix A the text of the 1988 Convention; and copies of John White's letter of 23 August 1989 and FCO Guidance telno 11 of 1 February 1989 about the Convention.
5. I should be grateful if you would let me know if you already have legislation in place to enable the Convention to be applied forthwith to your Territory or, if not, when you intend to introduce legislation and/or seek the extension of the UK legislation under the terms of the 1990 Act. As we would like a clear idea of which Territories would be ready to implement the Convention at the time of the UK ratification, it would be helpful to hear from you- if necessary, on an interim basis September.
