HONG KONG: CONSTITUTIONAL DEVELOPMENT

1.

I submitted yesterday the first indications of Chinese reactions to the Governor's proposals on constitutional development.

2.

In view of the signs that the Ambassador may be summoned at short notice over the forthcoming Chinese National Day long weekend to receive a Chinese demarche, the Governor has just sent a telegram (attached) suggesting some points that Sir Robin McLaren should make if he is so summoned.

3.

I submit a draft telegram confirming our agreement to Sir Robin acting in this way. I only have one gloss on the points suggested by the Governor: this is explained in the telegram.

4.

We have also just rec[èed the attached telegram recording an indirect message from Lu Ping to the Governor covering the airport and constitutional development.
