Ón 23 March 1982, by Information Note XCCI(82)11 Members were informed of the Mass Transit Railway Corporation's (MTRC) decision to revise MTR fares with effect from 10 May 1982 to coincide with the partial opening of the Tsuen Wan Extension (TWE). In view of the concern expressed by Members about interchange arrangements for passengers when the electrified KCR service between Kowloon and Sha Tin and the TWE came into operation, the Governor directed that more encouragement should be given to the various means of linking KCR passengers with the MTR and the Island. Members noted that a Working Group was examining interchange problems. The purpose of this note is. to inform Council of existing facilities for linking KCR passengers with the MTR and the Island, and of what is planned by the Working Group.

The Working Group is chaired by the Commissioner for Transport with representatives from the KCR, the Engineering Development Department, the Architectural Office, the RHKPF and Transport Branch. It was formed in 1979 to co-ordinate, the planning of permanent and temporary public transport interchange facilities for the various KCR Stations and to keep the situation under review. It reports to the Transport Policy Co-ordinating Committee.
Kowloon Tong Station

The KCR and MTR are served by an interchange station at Kowloon Tong. Passengers travelling on one railway can gain access to the other railway through their respective ticket barriers which are connected by a pedestrian walkway at the underground concourse level. KCR passengers heading for destinations on the Island, or elsewhere in Kowloon, served by the MTR will find Kowloon Tong Station a convenient location to change to the MTR. This interchange is designed to handle up to 130,000 daily passenger movements, the level predicted by 1991.

It is not expected that a significant number of KCR passengers will change at Kowloon Tong Station to travel on by means of two cross harbour and five mainland Kowloon bus routes which are only a few minutes walk form it, because the MTR services to East and West Kowloon and the Island are more comfortable and convenient.
