opening of the Mass Transit Railway's Tsuen Wan Extension on

10 May?

I recommend that Lord Belstead send the Hong Kong Government

a telegram on the lines of the attached draft (to be sent to

Hong Kong a few days before 10 May).

Background and Argument

3.

The Modified Initial System of the Mass Transit Railway,

Hong Kong's first underground railway, was completed early in

1980. It was opened by Her Royal Highness Princess Alexandra

in February 1980, and a message of congratulations was sent to

the Governor then.

4. The second stage of the Mass Transit Railway, the Tsuen Wan

Extension, is due to be opened by Sir Philip Haddon-Cave as

Acting Governor of Hong Kong on 10 May. The construction of

the Extension has been completed about 6 months early in spite

of difficult conditions, and will be comfortably within the

budget of HK$4.1 billion. The British element amounts to about

HK$729 million, or £75.5 million. A Ministerial message would

be much appreciated.
