PROBLEM
1.
We have been unable to secure US agreement for the
release of US technology for the above project before
the Prime Minister's visit to China.
RECOMMENDATION
2. I recommend that the Secretary of State should address
a further minute to the Prime Minister along the lines of
the attached draft, which has been cleared with FED, HKGD, SAD
and the Departments of Energy and Industry.
BACKGROUND

Our original request for US agreement to the release
of US (i.e. Westinghouse) technology to promote a UK/US
bid for the Guangdong project was made on 14 April. However,
it was only in July that the Americans revealed that a major
reason for their inability so far to give us a favourable
reply was their concern over the extent of Chinese involvement
in the Pakistani nuclear weapons programme. The Secretary of State minuted to the Prime Minister on 19 August, drawing
her attention to this problem (her comments are contained in
a letter from the Private Secretary at Number 10 Downing Street
dated 25 August.) At the same time, the Secretary of State
sent a personal message to his US counterpart pressing for an
early and favourable decision on the UK request, to which an
interim reply was sent by the US Under-Secretary of State on 30 August.

Meanwhile, two separate rounds of discussions between UK and US officials were held in Washington on 25 August and
