hazard to the Colony occurring. Assuming the Colony is satisfied on the first count by whatever design and construction arrangements are eventually developed, the key to the second and third points seems to lie in CLP involvement in the stations managements. This is because it is standard practice throughout the world for reactor operating procedures to cover the steps to be taken in the event of an accident or malfunction.

With regard to warnings to Hong Kong, two useful precedents occur to me. The first is an arrangements between the French authorities and the Channel Islands providing for the latter to be told of any emergency at Cap la Hague which might hazard the Islands. The Home Office or FCO could provide fuller details. The second is a formal bilateral arrangement currently under negotiation between the UK and French Governments. This will provide for mutual warning arrangements in respect of a nuclear emergency in the territory of one county creating a hazard to the other. FCO who are co-ordinating the UK involvement in the discussions could advise on the relevance of this to Guangdong.
