Guangdong Nuclear Power Project

Thank you for your letter of 20 August and its enclosure. I am sorry that it has taken a while to gather views on the significance of protests about the proposed nuclear power station in Guangdong.

The general consensus here is that the embryonic anti- nuclear movement is as yet a fairly harmless blend of well-meaning idealists and a handful of professional protesters. In May of of this year, these disparate interests were drawn together under the umbrella of the Joint Organisation for Concern of Nuclear Energy, which now claims a membership of some 300. The Organisation has sought publicity through press conferences, public meetings and letters to the press, but these have generated little public response. The Organisation's most recent move was a petition to the Hong Kong Government on 20 September, demanding the creation of a public and professional monitoring committee which would have access to all the relevant studies on the Guangdong project. The organisation has said that it would be writing to the three Governments involved, asking questions about the project.

We shall continue to monitor developments and report any signs that the movement is gaining momentum.
