on the UK side at this stage. Unless and until we have an indication to the
contrary from the customer we should continue to hold within our range of
options the Anglo/American, since this holds the prospect of providing a
much higher proportion of goods and services from the UK.

If you and the other colleagues to whom I am copying this letter
agree with this general recommendation I suggest we should seek to offer
reassurance to CLP that the Government's position remains one of holding
open both options until such time as the Chinese provide clear indication
of their preference. I believe a letter of reassurance from you to Lord
Kadoorie could be drafted to provide sufficent comfort.
