As you know in the light of Michael Jopling's report to the Prime Minister of his conversations in Hong Kong with Lord Kadoorie, the Department of Industry has been asked to provide an assessment of the situation on the project.
When officials last discussed the project in the Strategy Group meeting on 23 December the primary focus was on the statement made by Vice Premier Gu Mu to Peter Rees on his visit to Peking earlier that month. There have of course been a number of developments since then. The rassessment recommends that given the existing level of information about the potential customer and his preferences we should keep open both the Anglo-French and the Anglo-American options.
The background note at Annex A is drawn from papers previously agreed between officials; however there may be a need to up-date one or two points in it.
Annex B attempts to set out in neutral terms the arguments for and against each option.
At present the draft does not set out CEC's position; I will be circulating an additional paragraph on this point as soon as possible.
