7. As Chinese intentions become clear we may of course have to work fast. The more preparatory work that can now be done by way of (a) contacts with both the Americans and the French, and (b) consideration of the financing problems, the better. I am very conscious that your visit to China in September may be a good

opportunity to promote British participation further. We need

to have a much clearer idea by then of the main factors
