BRIEF FOR MR REES' DINNER WITH THE DELEGATION FROM THE

GUANGDONG POWER COMPANY AND THE CHINA LIGHT AND POWER COMPANY OF HONG KONG

Introduction

The purpose of this dinner is to indicate to the delegation from the Guangdong Power Company (CPC) and the China Light and Power Company (CLP) Ministerial

interest in the Guangdong project, and the UK's wish to play as large a role

as possible in the project.

The delegation are visiting the UK at the invitation of GEC. The visit has

two primary objectives: to establish that GEC have the necessary technical capability to supply the required large high-speed turbines for the proposed power station; and to explore with Government the financing offer which might

The seating plan for the dinner is attached at Annex A. The Minister will

have on his left Mr William Stones, the Deputy General Manager of CLP. On

the Minister's right will be Mr Chen Gang, the Deputy General Manager of GPC.

An interpreter will be seated behind Mr Rees to enable him to converse with Mr Chen Gang. The seating plan has been arranged with regard to protocol but also to spread round the table the landarin/English speakers.
