I expect that Christian Adams will have passed to you by now
the contents of my telegram reporting on the visit of Vice-
Minister Li Peng to the UK (Indus 69 of 29 November), fo
-a copy of the telegram itself. I am writing now to set out
our thoughts on the Chinese proposal, which I mentioned in
in early February
the telegram, for further talks/ on the financial and technical
aspects of the project in Hong Kong and Peking respectively.
In discussion with Li Peng, I welcomed the prospect of further
meetings. However, the timing of preparations for the two
sets of meetings will require fairly careful thought if we
are to come to meetings in early February with clear negotiat-
ing positions on the complex issues we shall need to discuss and,
I hope, move towards resolving.
