Thank you for arranging for us to receive copies of your telegraphic exchanges with Paris and Washington seeking to probe the current position of both the Americans and the French on co-operation with us in the above project.

We have of course noted from your Indus 31 of 14 April to Paris that you do not propose to inform either Lord Kadoorie or the French of your contact with the Americans.

I have not commented on this decision because you are well aware of Lawrence Kadoorie's views on the matter but I think I should point out that with the great number of people involved in a possible NNC/Westinghouse co-operation, Lawrence is almost bound to become aware that the British Government, as opposed to NNC, have been seeking the views of the State Department about the possible transfer of Westinghouse PWR technology to China through NNC.

Because Lawrence Kadoorie is presently on holiday in Switzerland I could not in any case take any action with him but, in view of his forthcoming visit to London, you may wish to think further about the dangers of keeping him in the dark. Paris Indus 11 of 15 April applies equally to CLP.
