xiv) PMC will satisfy all parties concerned that the

safety regulations applicable to the project and the operation of the nuclear power station will

be met.

XV)

PMC will assist GNPC in evaluating submissions

by suppliers and in negotiating for the purchase

of the nuclear island, the conventional island

and such civil engineering services as may be

required as well as any other relevant matters.

xvi) GNPC acting through PMC will engage an architect/

engineer who shall be entirely independent of any

supplier of plant or equipment. Such architect/

engineer shall be integrated into PMC to assist

them in advising on technical specifications and

to provide the necessary specialist knowledge regarding evaluation, purchase and establishment

of the nuclear island.

GPC/CLP acting through PMC should agree with the

Government Department(s) in Beijing on the

regulations which would apply to the establishment

of this particular joint venture in China.

iii) GFC/CLP acting through PMC should obtain any

necessary approval required from the Provincial Government Departments concerned in Guangdong Province.

GPC/CLP acting through PMC should confirm with the

Government Department(s) concerned in Beijing and Guangdong Province the position regarding taxation.

GPC/CLP acting through PMC must ascertain from the

Government supplying the nuclear island the regulations applying to such supply.

GPC/CLP acting through PMC muat ascurtain from

the Hong Kong Government any environmental, or other, conditions which have to be met prior to permission, being granted to CLP to purchase a substantial quantity of electricity from a nuclear power station in Guangdong Province.

xvil) Based on CLP's experience at Tap Shek Kok, CLP

will establish a team to provide specialist

knowledge required for the conventional island.

xviii)PMC will provide a team, largely drawn from GPC and CLP, to supply specialist knowledge for the

civil works.

If the above programme is accepted in principle, the following steps must be taken for its implementation :

i)

GPC/CLP acting through PMC should agree with the

Government Department(s) concerned' in Beijing on the regulations appertaining to the establishment

f nuclear power stations in the PRC and the

ultimate disposal of radioactive wastes.

GNPC, as principals and owners of the nuclear power station, will, with the assistance of PMC, appoint & sub-committee from their (GNPC) Board to whom they will delegate full authority to negotiate and sign all contracts relating to the establishment, operation are financing of the nuclear power station!

Note: As the cost of the nuclear power station involves very substantial sums of money (thought to be as much as US$4,000 million over a period), the finance required can only be obtained through international sources, Consequently, it will be necessary for GNPC to appoint a reliable merchant banker to advise in this matter.
