The purpose of this side letter which I have requested be attached to our joint feasibility report is two-fold.

Firstly, as Chairman of CLP and Joint Chairman of the Executive Committee, I wish to record my thanks and appreciation to all members of the feasibility study for the hard work, enthusiasa and effort they have put in to bring this study to a successful conclusion.

In particular, I would like to mention Mr. Chen Gang and Mr. Stones, each of whom chaired their respective teams on the Xanagement Committee and to congratulate then both on their close co-operation which has done so much to create and maintain the climate of friendship between GPC and CLP and to promote that understanding so essential to the mutual benefit of both our companies. augurs well for the future welfare of Guangdong Province and of Hong Kong.

Secondly, I appreciate the very considerable effort and time spent on research and investigation by our respective team in preparing this study, but there are certain additional factors to which I feel I must dray attention.

The proposal to build a nuclear power station in Guangdong Province to supply power both to Guangdong Province and Hong Kong is a project

to remove it from the level of of such importance and magnitude as ordinary commercial enterprise.
