Attached are notes of some meetings I had in Hong Kong in connection with the Guangdong Nuclear Power Station.
In addition to the meetings described, I also had a half an hour session after dinner with Sir Philip Haddon-Cave and took the opportunity to discuss the Guangdong Project. This was private (not an official conversation) and I hope will be treated as such.
He made it clear that as far as Hong Kong was concerned, this was an important project since it provided a vehicle for bringing Hong Kong and Guangdong closer together. Its ver* size and the continuing direct involvement between Guangdong and Hong Kong gave it very considerable political significance to the future of Hong Kong.
I informally mentioned this conversation to Win Bischoff who said that it was the first indication that he had heard of that level of interest from the Hong Kong authorities. My overall impression of my very brief visit to Hong Kong was that the Project seems to have achieved a certain political momentum that could result in the project going ahead despite the very major commercial problems that are still outstanding.
