GUANGDONG NUCLEAR POWER PROJECT

1.

I submit a self-explanatory draft letter from Lord

Belstead to the Minister for Trade, Mr Rees, commenting on the

letter of 9 August from Mr Baker at the DOI to Mr Rees.

2.

Some background on the project, and on the question of

Overseas Project Fund support for GEC's bid, is provided in the

attached paper prepared by the Department of Industry for the

Overseas Projects Board. I also attach a copy of the Secretary

of State's minute of 28 July to the Prime Minister, mentioned

in the draft letter.
