HM Government understands that, in accordance with a change in the PAL licensing policy in Hong Kong which became effective on 1 April 1982, Thorn EMI Patents Limited (who handle all PAL licensing matters in the UK) have offered limited licence quotas to manufacturers in Hong Kong for the export of PAL colour TV receivers in the UK during 1982. The Secretary of State has asked me to advise you (without prejudice to any legal rights of the proprietors of the relevant patents) that these quotas have HM Government's full
support. He hopes that the Hong Kong manufacturers will be realistic, particularly in view of the currently difficult situation in the UK market for colour TV receivers, and that they will accept/such quotas help with the market's orderly development).
