I accept the argument for retaining Mr Morris in HKGD. It would be a poor use of our resources to move him now particularly in view of his work on the formulation of policy on the future of Hong Kong. I am, however, reluctant to agree to upgrade his DS7E slot at present. I propose to authorise an overbearing at Grade 5 of one year from the date of his promotion in early November. I hope this will cover the position adequately.
3. If, nearer the time of Mr Morris's departure Mr Clift thinks that there is a compelling case for changing the grading of the slot, we should, of course, be prepared to examine the arguments carefully. Alternatively it may be that a brief review by the Inspectorate on that side of the Department would be appropriate, particularly if there has been a marked change in the workload.
