Most civil engineering works are
public sector (including the
Corporation). The preliminary estimate of expenditure on civil engineering works in 1981 was 1% (in real terms) higher
than the provisional estimate for 1980 but the number of persons employed on civil engineering sites was on average 78% lower in 1981 than 1980. Reflecting the completion of work on
the Modified Initial System of the Mass Transit Railway (MTR), both employment and output decreased at more or less the same
rate in 1979 and 1980(6). So, unlike the building industry,
