Home Secretary's letter of 19 September to Lord Carrington.
1. Mr Whitelaw's letter explains the impracticability of earlier attempts by the Home Office to define close.ter connection with the United Kingdom in the Bill's provisions on acquisition of nationality by descent. He accordingly decided to start again on the basis that a child born abroad, one of whose grandparents was United Kingdom born, registered or naturalised would be entitled to. United Kingdom citizenship on applications. Mr Luce expressed the view that so wide a provision could have deplorable consequences for immigration, and a number of Government supporters in the Commons have taken the same view. The Home Secretary has therefore modified his proposal to the effect that transmission of citizenship to the second generation will depend on the parent through whom descent is traced having lived for a qualifying period of three years in the United Kingdom. This enormously reduces the potential immigration commitment and also limits the prospective work load on our posts abroad, It is in our view acceptable.
