I realise the difficulties of obtaining this information readily, and you

may well feel that some of the smaller dependencies are so unlikely to have

contemplated measures of this kind that they need not be consulted. Our

general impression, however, is that naturalisation is granted very sparingly

in most dependencies and that therefore, even where a measure comparable to the Rehabilitation of Offenders Act 1974 exists in a dependency, the dependency

concerned would not permit applicants for citizenship at discretion to benefit

from its provisions. But we should be glad to have your views.

I enclose for your information a leaflet which sets out the main provisions

of the 1974 Act.
