MR TILLEY'S PARLIAMENTARY QUESTION ON CROWN SERVANTS INDEPENDENT TERRITORIES

I have now seen the Parliamentary Question.

The figures I gave you for TCOS and OSAS staff were taken from the attached material supplied by the Manpower Planning Unit.

3. TCOS are Crown Servants.

4. OSAS staff are not Crown Servants by virtue of their receiving a supplement from ODA, but for most purposes would be regarded as Crown Servants by virtue of their serving in the government service of a dependency.

5. We spoke about the possibility of BESS staff, supplemented staff serving with parastatal bodies and universities.

By good fortune there seem to be none in

the dependencies which avoids one complication.

6. I do not see how you can answer point b in the question without a totalling ។

unacceptable amount of research. There must be a host of public bodies in the dependencies established by law and would need research on the legislation to establish whether the members were appointed by or on behalf of the Crown. Either the Minister should refuse to answer this part of the question because of the amount of research required or should offer to write to the member.
