23. My Lords, we all respect and admire the courage and tenacity of the people of Gibraltar. We are committed to stand by Gibraltar and we will do so. But
my Lords, let us bear in mind all our responsibilities, not only to Gibraltar but also to the other dependent territories and indeed to the people of this
country which badly needs a proper citizenship law and effective immigration control. My Lords, it is on these grounds that I urge your Lordships to reject
this amendment.
