I attach an extract from the report of the Human Rights Committee proceedings at which reports from Dependent Territories were considered. I am in the process of putting together sub- sequent responses.

2. Paras 54 and 55 record that in an initial response Mr Watts said that the UK would consider what, if any, would be the implications for the Dependent Territories of a decision by the European Court designating corporal punishment in the Isle of Man as "degrading treatment".

3. I should be grateful to know if this European Court ruling applies to the Dependent Territories, if so what are the impli- cations, and if appropriate, how the ruling is being followed up?
