Dear Mr Cheung,

transfer of does to new CS.

Thankyou very much for seeing Stephen Weinrabe and me with Mrs Barnes Jones last week. It was kind of you to spare the time to talk to us about your operation and the staffing implications for our eventual Consulate General. We were also grateful for Mr Lee's contribution and that of your other staff. It was a pity our tour of your offices had to be compressed but even the limited time available gave us a valuable insight into the scale and depth of your operations. Our ideas on staffing are taking shape and will, we trust, contribute to a smooth transition.

We look forward to receiving the additional information which you kindly offered to provide, namely:

the number of United Kingdom citizens detained in prison

the number of those whose sentences extend beyond 1 July 1997

the estimated number of British Citizens resident in Hong Kong

the previous 4 years statistics relating to Appendix I of your 'Proposed schedule of transfer of UK-related functions to the future HKBCG'

the methodology used to forecast the workload in 1996/97

We would also find it very helpful to have a breakdown of passport issues month by month for the last two years, to give us an insight into seasonal fluctuations. Could you kindly add that to the data you are sending us?

We are most grateful for all the work you have already undertaken in preparation for the transfer of functions. As
