access from the Guandong area who will more naturally apply in Hong Kong rather than elsewhere. By 1997 there will also be over 4 million BN (0) passport holders who could, if faced with unrest or economic downturn, try for settlement in the UK. Subject to developments in the EC, BN (0)s may also possibly be subject to a visa requirement under the EFC. Our projected staffing levels which would be phased in over 96/7 therefore seem about right and little or no practical space saving can be achieved in the CG by the deletion/addition of one or two ECOS. The public waiting area of 158 m2 is also smaller than the current HKID area of 183m2 but the latter's layout is

generous.

Recommendation:

Early consideration to be given to informing

the HKID of the number and grading of LE slots likely to be on offer either for permanent employment or on secondment and

their conditions of service.

HK Visa Work at UK Posts

13.

HKID were generally content with the service we give them but wondered if Bangkok could speed up procedures there to reduce the 28 day delay.

14. HKID accepted that most of the work done by our Posts in

South East Asia for them is for PRC nationals and Taiwanese.

I was informed that generally for the future there would be

more and more visa waivers. For those where a requirement remained, it was likely that a permit would need to be obtained for a visitor by a sponsor in Hong Kong and the sponsor would be responsible for delivering it to the applicant. This was likely to start in 1995 but before that

there would probably be a waiver on PRC nationals from later this year or early next. I commented that this was good news as it would have considerable local staff implications for us at several of our posts due to a dramatic reduction in the number of applications to be handled.
