1. I visited Hong Kong on 11 and 12 February for discussions with the Hong Kong Immigration Department (HKID) on the transfer of records, and the work they currently undertake on our behalf in their overseas visa section, to the future Consulate-General in 1996. I discussed likely staffing requirements and potential level of applications post 1997. A copy of my programme is attached. I also called on the British Trade Commissioner, Mr Day. His main concern is to
ensure that staffing levels in the new Consulate General are
adequate. He was pleased that I was visiting and that MRS
would be out soon. He commented that local staff are difficult to get. There is a big demand but ex-MOD staff might be a good bet in 96/97. Coopers and Lybrand (Malcolm Green) in UK have been appointed by the Hong Kong Government to look at how they should project themselves. They have a unit in the Hong Kong Government on structure and training needs and they may be a useful contact on prospective staffing
levels.
