HONG KONG: BRITISH CHAMBER OF COMMERCE
1. You asked if there was any mileage in Mr Davies' suggestion that he might be seconded as Chief Executive of a revitalised British Chamber of Commerce in Hong Kong.
2. A strategy for the future of the British Chamber of Commerce is only now being worked out. Mr Day is discussing the matter with British companies in Hong Kong, and has not yet put his proposals to the DTI. If he establishes that there is enough local interest, he is likely to recommend that the Chamber should be strengthened and a more dynamic leadership brought in, on the basis of increased financial support from companies.
3. If all this comes about Mr Davies would be a very credible candidate for the Chief Executive post. As you know, he is anxious to move on (and preferably up). He has a lot of relevant experience, including a secondment to the City and a stint as Commercial Counsellor in Peking. But it would of course be for the Board of the Chamber to decide whether they wanted someone with a background which was primarily in government rather than industry, and if so whether Mr Davies was the "really high-powered senior figure" to which Jardines representatives referred.
4. If you are content for this to be pursued, I will discuss the matter further with Mr Davies. If he wants the matter taken forward, the next step would be for me to indicate to Mr Day that Mr Davies is interested in the job, so that this can be fed in to the British Chamber of Commerce at an appropriate point.
