1. Thankyou for your fax of 7 October and the formula therein.

2. I believe that there has been an increase in the amount of space on offer to 200 sq.

m.

On the basis of your formula I calculate the sum to be £ 19, 865 p. a. Using the HK$ 50 per sq ft for a commercial rent this amounts HK$ 1,296,000 (E 110,000 approx @ 11.8 £1).

3. I recognise this is all subject to other decisions being made but the view of the BTC is the BCC should be accommodated in the BCG at the least possible "rent" consistent with Treasury rules.

4. Mr Goodlad, in his letter of 28 May 1993 to the chairman of the RCC and Mr Needham in his letter of 2 June 1993 to Lord Prior, have both stated that a fair rent should be payable. No definition of a fair rent is given (or fair to whom).

5. It would be useful if HKD, to whom I am copying this fax, could let me have a steer on HKD's and the DTI's view of this matter.
