I have seen a copy of the letter which James

Chiu has written to you about the proposal that the

British Chamber of Commerce should locate its offices in

the Consulate General office when completed. The British

Chamber is very important to those who both run

businesses in Hong Kong and export to Hong Kong. The

need will be greatly increased after 1997. I hope that

the Treasury will not be allowed to thwart a very

sensible arrangement.
