FUTURE CONSULATE GENERAL: BRITISH CHAMBER OF COMMERCE

1.

I will send you minutes of the recent Steering Committee on the Consulate General chaired by Mr Hum as soon as he has signed them off. (You should by now have received a copy of the submission which Peter Ricketts put up recommending that construction should go ahead on present plans, once Treasury approval and the funding are received and which has now been approved).

You will see from the enclosed agenda that I gave an update on the British Chamber of Commerce and that the Steering Committee invited Mr Savage, OED, to explore further the terms of the BCC's inclusion with the various parties concerned. Derek Savage has indeed already made contact with BTC (telno ACOM 40) to let you know of his plans.

I am now faxing internal minuting to give you further background to the approach (licensing arrangement) which Mr Savage would like to explore with Johnson Stokes and Masters.

4. I am sending you separately by bag (as it is confidential) a draft to you sketching out the terms of an approach to the Building and Lands Department. We decided to put this on ice while Mr Savage explores the licensing option (which, if it will run, might not require a formal approach to BLD for "permission" to proceed) but you will wish to be aware of thinking at this end on how we plan to proceed if legal advice suggests as Miss Brooks feels is likely that this option is ruled out for any reason. Whether or not the licensing arrangement is taken any further, we would intend to keep the Building and Lands Department fully in the picture about our plans to accommodate the BCC within the Consulate General. But first we must finish assessing our options.
