You will see that the basic sums for the Chamber Commerce of moving into the Consulate-General building come out at about £30,000 - made up of a £10,000 service charge and application of the 6% Treasury Discount Rate to the space to be occupied by the Chamber. OED point out that the TDR rate would be considerably below the market rent in Wanchai or Causeway Bay - never mind Central. OED take the position that the Chamber should be charged at the market rate for such an area coming out at about £56,000 (plus service charges).

Do you consider that use of the TDR formula must be ruled out? It would obviously be much more attractive to the Chamber were we able to charge the cheaper rate. Grateful for your views - could you get back to me by the end of the week?

I am copying back papers to the Joint Directorate to fill Mr Twigg in I would be grateful for any comments the JD may have on determining the rate to be charged the Chamber.
