I have the honour to refer to your letter of
that Mr. Robert Van 28 September 1993 informing me that Mr. Leeuwen, your Chief of Mission in Hong Kong, had been re-assigned to Pakistan and that you had appointed Mr. Jahanshah Assadi to succeed him.
Mr. Van Leeuwen served over four years in He arrived just after international Hong Kong. agreement was reached on the Comprehensive Plan of Action. Under his able leadership, the UNHCR Hong Kong Office played a key role in its implementation. The exodus from Vietnam has now been stemmed and the Vietnamese migrant population in our detention centres is steadily decreasing. Hong Kong is grateful for the contribution made by Mr. Van Leeuwen and UNHCR in solving the boat people problem.
