I have the honour to inform you that Mr. Robert Van Leeuwen, my Chief of Mission in Hong Kong, has been reassigned to take up other important duties in Pakistan, and that I have appointed Mr. Jahanshah Assadi to succeed him.
Mr. Assadi, whose biographical notes are attached, has extensive experience of working in South-East Asia. Most recently, Mr. Assadi served as Head of the UNHCR operation along the Thai-Cambodian border where he played an important role in the successful repatriation of some 364,000 Cambodians. His operational experience in the region, as well as his responsibilities as Secretary of the Steering Committee of the Comprehensive Plan of Action (CPA), have enabled him to acquire wide knowledge of the Indo-Chinese refugee issue in its many dimensions.
I am confident, therefore, that Mr. Assadi will discharge
discharge the responsibilities with which I am entrusting him to the full satisfaction both of the Hong Kong authorities and of my Office.

I attach the greatest importance to the pursuance of UNHCR's activities in Hong Kong and to the continued close cooperation of my Office with the Hong Kong authorities. I should thus be very grateful if Mr. Assadi could be granted such facilities as may be
necessary for the successful accomplishment of his tasks.
