We apologise for not informing you earlier that an agreement with the EC on the privileges and immunities for the EC office in Hong Kong was reached on 8 October. The exchange of letters to effect the agreement has been initiated. The EC official involved in the discussions left for Brussels with our letter signed by the Governor on 9 October.

We are faxing to you a copy of the letter and the annex which sets out the status and the Privileges and Immunities attached to the EC Office and its officials; as well as the text of the letter which President Delors will send to the Governor to complete the exchange of letters.
3. Mr. Etienne Reuter, Head of the EC Office in Hong Kong, arrived in Hong Kong on 12 October. A reception to mark the official opening of the Office will be held on 15 October. Because of important business in Brussels, Commissioner van den Broek will not be visiting Hong Kong as originally intended.
