Office of the European Commission in Hong Kong

As you may be aware, we have been negotiating with the European Commission the privileges and immunities (P and Is) attaching to the Commission's Office in Hong Kong, which the Commission intend to formally open in mid-October. We are now

close to agreement on the P and Is. Once agreement has been reached, it is intended that there should be an Exchange of Letters between the Governor of Hong Kong and the President of the Commission setting out the P and Is to be conferred.

The only existing legislation for the granting of P and Is to the EC Office in Hong Kong is the International Organisations and Diplomatic Privileges Ordinance, Cap 190. Under section 2(1) of the said Ordinance, it appears that an international agreement will be required. Subject to your views, we would like to have an Exchange of Letters with the Commission along the lines of the draft attached and would be
