But we cannot grant Privileges and Immunities to

the Commission Office under our Consular Relations

Ordinance (Cap 259).

That Ordinance is designed

to give effect to the Vienna Convention on Consular

Relations. We are therefore unable to grant

Privileges and Immunities under this particular

Ordinance to bodies other than consular missions of

States.

While it is also our wish to put the status of the

office on a more stable basis bafora 1997, and

would make every effort to ensure Chinese agreement

that the Commission Office may do so, we cannot

guarantee the continuation of such privileges and

immmunities beyond 30 June 1997.

What we must do now is to reach agreement as soOD

as possible on a list of Privileges and Immunities

which the Hong Kong Government can grant to the

Commission office. Our officials should now get

together to agree these details.
